This song is from the Jet Set Radio (or Jet Grind Radio in USA, because Jet Set Radio is trademarked) game for Dreamcast. If you’ve played it this song is commonly heard in the background while you spray up the streets.

For some odd reason I found the weird noise in the background very satisfying.
